Arthur Mothershed has been a member of the Tribal Council since 2005, when he was elected Treasurer. In this role, he modernized the Tribe’s financial reporting, providing actionable data to the Tribal Council and streamlining accounting processes. Raised by his mother, Deloris Kelley, Arthur learned the values of loyalty, accountability, and perseverance. His early experiences caring for his father, who was paralyzed, shaped his lifelong commitment to standing by family and community. After beginning his career in the grocery industry and working his way up to store manager, he transitioned to the Poarch Creek Indian Gaming Authority (PCIGA) in 2003 as Chief Financial Officer, helping transform the Tribe’s gaming operations into a nationally respected enterprise.
Today, Arthur serves as Executive Vice President of Business Development and Government Relations for Wind Creek Hospitality. In this role, he identifies strategic growth opportunities, oversees capital projects, and monitors gaming legislation across jurisdictions where the Tribe operates. He is also actively involved in Tribal governance, working alongside fellow Tribal Council Members to develop policies that enhance economic sustainability and Tribal sovereignty. Arthur remains dedicated to ensuring long-term self-sufficiency for both individual Tribal Citizens and the Tribe as a whole.

Arthur Mothershed was raised by his mother, Deloris Kelley, who instilled in him the values of loyalty, accountability, and integrity. Growing up, he watched his mother care for his father, who was paralyzed, and this experience profoundly shaped his character. In 1990, he married his wife, Samantha, and together they have three daughters: Katie, Shelley, and Kamryn.
Arthur’s career began at Winn-Dixie, where he started as a bagboy at age 15 and eventually became a store manager and team captain. Recognizing the need for higher education, he transitioned to Bruno’s, which allowed him to complete his Bachelor’s Degree at Faulkner University in 2003, followed by an MBA from the University of Alabama in 2005.
Arthur’s leadership journey with the Poarch Creek Indian Gaming Authority (PCIGA) began in 2003 when his uncle, Fred, encouraged him to serve the Tribe. He initially joined as Chief Financial Officer, overseeing operations at three small gaming facilities. Over time, he played a pivotal role in transforming PCIGA into a nationally recognized gaming enterprise.

One of his most memorable moments was the decision to borrow $180 million to build Wind Creek Atmore, a bold move that led to a mortgage-burning ceremony less than two years later.

He describes his leadership style as inclusive, encouraging debate and valuing diverse perspectives. He believes the best solutions come from open discussions and welcomes challenges to his ideas.
Outside of his professional responsibilities, Arthur enjoys spending time with his wife, children, and grandchildren. He credits his mother as his greatest role model, teaching him the importance of integrity, trust, and loyalty.
A passionate football fan, he also enjoys relaxing with family and supporting community events. For Arthur, success is measured not only in financial growth but in the ability to provide more for the Tribe each year than the last.
